ERG Low Emitter Profile (LEP)
The LEP is a specialized computer utility designed to help administrators
of Inspection and Maintenance (I/M) programs identify those vehicles
most likely to pass their next I/M test. Using Vehicle Identification
Numbers (VINs) input by the user, the LEP looks up historical failure
probabilities (Fprobs) for given vehicle types. The utility then
uses generic information about each vehicle (such as model year,
vehicle type, Fprob, etc.), as well as any I/M test results for that
specific vehicle, and determines the probability that the vehicle
will pass its next I/M inspection. If available, the LEP can also
be exempt based on engine family probability or vehicle technology
designations such as ZEVs or SULEVs. In addition, the LEP contains
input options that could automatically exclude high mileage vehicles.
The LEP outputs the vehicles in rank order, from those most to least
likely to pass their next inspection.
The LEP allows users to input specific exemption percentages, corresponding
to the fraction of the fleet permitted to skip their next I/M test.
The utility will then calculate the likely increase in emissions
due to the specified exemption percentage, as well as the overall
accuracy of the model prediction (i.e., estimating errors of omission
and commission). Therefore LEP outputs can be used to exempt a targeted
fraction of vehicles from testing in order to decrease motorist
inconvenience, lower total program costs, and improve program cost-effectiveness,
while minimizing emissions increases. Administrators in California,
Arizona, Texas, and Massachusetts have all used ERG's profiling
tools (HEP or LEP) to evaluate and/or modify I/M programs in their
states.
Other LEP output options include VIN decodes using ERG's proprietary
decoder, including make/model/model year, emissions controls, vehicle
weight, current through the 2002 model year (see www.ergweb2.com/vindecoder/
for more details on the ERG VIN Decoder). The utility also provides
Fprob look-ups incorporating I/M data as well as an evaluation of
"hybrid" scenarios including uniform model year exemptions.

for details.)
