Development of EPA Construction Inspection Training Course

Project Brief

The Challenge

The U.S. Environmental Protection Agency revised their Construction General Permit (CGP) to include a training requirement for inspectors of construction sites with CGP coverage. EPA enlisted ERG to develop a comprehensive training course for inspectors that would be available on demand at no cost on EPA’s website.


ERG's Solution

ERG assembled an interdisciplinary project team with stormwater and instructional design expertise to develop a seven-hour online Construction Inspection Training Course. To simulate the experience of an in-person in-the-field training, the course includes two guided site inspections in a 360-degree virtual environment.

The EPA Construction Inspection Training Course equips inspectors with the knowledge they need to inspect construction sites with CGP coverage, including the types of erosion that can occur during construction; proper installation, inspection, and maintenance of sediment and stormwater controls to prevent waterway pollution; and the inspection documentation required by the CGP. Inspectors must pass a 40-question final exam to earn a certificate of completion. By applying this knowledge during inspections, inspectors will help permittees better comply with their CGP and empower them to protect waterways around their project from construction pollution.
