University Refrigerant Management Plan

A large private research university needed support addressing gaps in their compliance with air regulations identified during a previous air regulatory gap assessment and analysis. Among the specific corrective actions recommended in the RGAA report was the development of a refrigerant management plan and associated data tracking tools. The university contracted with ERG to plan, execute, and document the university’s response to this recommendation to ensure comprehensive compliance with regulatory requirements.

ERG provided comprehensive refrigerant management support. We began by preparing information requests and engaging in stakeholder meetings. In parallel, we reviewed existing data to provide a foundation for developing new tools and approaches for maintaining crucial records, including refrigerant inventory and equipment data; technician certifications; and procurement, storage, disposal, and maintenance records. ERG also conducted and maintained detailed notes of meetings and site visits with relevant personnel to verify the accuracy of the university’s inventory data and document the university’s existing training, servicing, disposal, and recordkeeping practices. Based on the results of all these activities, our team then developed a draft management plan and inventory. After incorporating university feedback, ERG delivered the final refrigerant management plan and inventory, designed to serve as a detailed framework for the university to ensure future comprehensive and compliant management of refrigerants.
